Job Description

Médecins Sans Frontières/Doctors Without Borders (MSF) is an international medical humanitarian organisation that provides assistance to people affected by war, conflict, natural disasters, outbreaks and epidemics or healthcare exclusion. The organisation now works in more than 70 countries around the world, with significant projects across East African countries including in Burundi, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

The selected candidate will be reporting to the Supply Coordinator for SKID (Supply Kenya Intersection Department) which is an intersection entity supporting the 3 MSF missions (OCB, OCG and OCP) with operations inside Kenya.

Main Purpose

Supporting the Supply Chain Coordinator through delegated tasks and responsibilities, replacing him/her in his/her absence in the coordination of the supply chain activities of the 3 MSF missions in Kenya.

Participating in the definition and implementation of the supply strategies of the 3 MSF missions in accordance with MSF protocols, standards and procedures in order to enable the development of the 3 missions and optimize the impact of the medical projects.

The Deputy Supply Coordinator will spend a significant part of his/her time on the (today 5) MSF projects and (today 3) MSF coordinations around Kenya in order to implement supply strategies, support project supply teams and ensure a good communication between projects and the SKID team based in Nairobi.

Accountabilities

  1. Participating actively in the definition and monitoring of annual project planning and budgets (including Emergency Preparation Plan), defining strategies and advising the Supply Chain Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention.
  2. Defining, monitoring, evaluating and ensuring the implementation of the strategies and overall supply activities on the 3 missions, making adjustments where needed, according to MSF standards, protocols and procedures. This includes guaranteeing of the following:
  • An efficient supply administration and provision of adapted tools to support the different supply activities
  • Standardisation of the supply processes (orders, purchases, warehouse, distribution) used by the 3 missions
  • Stability of supply activities within regular and emergency intervention of the MSF projects in Kenya and manages field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders
  • Validation of the use of the supply related third parties (suppliers, transport companies, freight forwarders,) proposed by the procurement officers, transport manager, together with the technical referents when needed
  1. Planning, supervising and implementing, in close coordination with the HR team, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required.
  2. Ensuring technical support to supply teams throughout the mission.
  3. Representing MSF in meetings with Authorities and/or other NGOs at the request of the Supply Chain Coordinator.
  4. Performing tasks delegated by the Supply Chain Coordinator.

Requirements

Education

  • Degree and specialization in Logistics/Supply Chain

Experience

  • Minimum 5 years in supply chain management and in organization of supply administration and procedures
  • Minimum 3 years of experience with MSF and deep understanding of the MSF supply processes and organization

Languages

  • English & Kiswahili

Knowledge

  • Computer literacy (Microsoft suite, …)
