Reports to: Director of Operations

The Senior Procurement Officer possesses comprehensive expertise in local and federal procurement regulations, responsible for overseeing quantification, vendor engagement, procurement processes, contract management, and sourcing of all goods and services for the KENPHIA Project. This pivotal role involves leading and offering technical and strategic guidance to the KENPHIA procurement and supply team, ensuring a seamless flow of health and non-health commodities to meet the project’s goals and objectives.

Primary Responsibilities:

• Oversee all procurement and supply management of health and non-health commodities for the grant
• Ensure that procurement of health commodities and overall pharmaceutical management procedures follow relevant guidelines for health commodities management protocols and are compliant with all regulatory requirements.
• Maintain accurate and up-to-date procurement records, reports, and documentation, adhering to organizational and regulatory requirements.
• Collaborate with internal teams to ensure a consistent and uninterrupted flow of commodities necessary to achieve the KENPHIA Project’s objectives.
• Ensure cost-effectiveness in the procurement and management of commodities (health and non-health commodities)
• Establish and maintain strong relationships with vendors, fostering effective communication and negotiation for optimal procurement outcomes.
• Identify potential procurement risks and challenges and develop proactive strategies to mitigate them, ensuring the project’s procurement processes remain efficient and compliant.
• Identify new strategies and cost-effective approaches to improve service delivery
• Contract Management for 3PL and other vendors
• Plan procurements and track shipments
• Continuously seek opportunities to enhance procurement processes, optimizing efficiency and effectiveness while complying with regulations.
• Any other role as assigned

Qualifications:

• Degree in Purchasing and Supply/CIPS Level 6, Master’s degree will be an added advantage
• Member of KISM
• Knowledge of USG procurement regulations
• Familiarity with the Kenya Public Procurement and Asset Disposal Act
• Minimum of six (6) years relevant experience managing health supply chains on donor-funded programs, e.g. HIV, Malaria, etc., with at least three (3) years supervisory responsibility
